Instead of a workstation for the other user, you could use a cheap thin client. This way you’re legally licensed, you’d still get a desktop for the user, and come out way better off. VDI you have to license the VM, and the users connecting to it. TS you just license the cals which are cheaper than licensing every possible instances of users accessing a desktop vm.
